Vermont Medicaid System Hit by Cyberattack, Recovery Underway

March 18, 2024
Vermont is currently addressing the effects of a critical cyberattack targeting its Medicaid prescription claims system, which is administrated by Change Healthcare. On February 23, the breach occurred, affecting pharmacies and healthcare professionals and complicating prescription management for nearly 200,000 Medicaid recipients in the state. This incident highlights the significant cyber vulnerabilities present within healthcare infrastructures.Change Healthcare, a part of UnitedHealth Group, is actively working to reinstate key services. They have launched a phased recovery approach aiming to slowly restore pharmacy operations to normal. However, officials from the Vermont Department of Health Access have cautioned that the system might need weeks to fully recover.

Moving Forward with Interim Measures

In an effort to mitigate the disruption caused by the system downtime, Vermont authorities have implemented several temporary solutions to aid pharmacies and Medicaid members. Pharmacies are being provided with weekly financial compensations that reflect their average Medicaid billing, which later will necessitate a thorough reconciliation. Additionally, the Health Department hosts weekly gatherings to tackle ongoing issues.Although concerns about the security of personal information have surfaced post-attack, to date, there’s no evidence to suggest that any personal data was actually breached. Interestingly, investigations into a mysterious $22 million Bitcoin transaction, which could be connected to the cyberattack, have raised questions about whether a ransom might have been paid. Change Healthcare has yet to verify the raison d’être for this transaction. In the wake of this cybersecurity event, one of Vermont’s top priorities is ensuring the safeguarding of personal information and overseeing accurate financial proceedings.
